Yes, a purple gem applies to the blue gem requirement of a meta gem.

Purple and green will fit the blue requirement.
Shifting Nightseye
is probably what you are going to stick in that slot.

Yes, a purple gem applies to the blue gem requirement of a meta gem.
To add a bit of depth in the truth, it should be noted that purple counts as both a red and a blue, orange counts as both yellow and red, while green counts as both yellow and blue.

BUT, if you need say, one red and one blue gem for a meta gem, one purple gem won't act as both, but one of them. for instance, a purple gem is
either
a red
or
a blue, not both
This is incorrect. A dual-color gem counts for both primary colors for socket and meta gem requirements. For example, a Destructive Skyfire Diamond requires two of each color gem but this can be met with only three gems: One each of orange (yellow + red), green (yellow + blue), and purple (red + blue) gems will exactly match the 'at least two of each color' requirement.

I was wondering if an orange gem in a prismatic socket counted as both a red and a yellow for meta gem color requirements
Thanks for any help in advance
Yes; all multicolour gems count as the colours that make them up.
