How the hell do you increase it quickly ? But first, how does it even increase ? It it a set amount of time you have to wait, a quantity of food you have to give your pet or a number on enemies killed ? Ive been killing stuff fo about an hour keeping my bird happy with food and he's still at Loyalty Lv1 and its starting to #$%^ me off...gawd I can'T wait for wotlk so that Bliz can wake up and get rid of that stupid system

Not higher than your pet, they need to be not gray to you; a pet won't gain exp towards level or loyalty unless
you
would gain exp. At player level 70, that's anything level 62 or higher, regardless of pet's level.
Hence a level 70 player can't go catch a level 10 pet and go run dead mines a couple of times to get the pet to 20s, but still needs to kill stuff in Outlands or Island of Quel'Danas for pet leveling.
If it only needs to gain loyalty that happens pretty quickly, depending on what you kill. If you have your pet with you for running IQD dailies for example, it will likely gain a level or three of loyalty per day.
If you're trying to get loyalty off the buzzards in HFP, it won't work at all at level 70 because they're level 58-59, and gray to you.
You also need to make sure your pet is involved in the combat. Otherwise it won't gain any experience from it. This is all thanks to the proportional input system that blizz implemented not too long ago. There was a time when you could find a pet at a stupidly low level and just bring it into an instance and it would ding. Now the pet needs to be involved in the combat to gain any experience from it and, as stated above, they have to be mobs you would gain xp from, not your pet.
Try taking it into an instance, you may have better luck. Just run something in coilfang or auchindown on normal and your pet should level up faster.
Good luck.
