I made this macro:
/s %t "Hey Stand still for a Bandage"
/use Netherweave Bandage
But I need to make the statement and give the other person time to react "Stop moving", then place the bandage.
I tried a cast sequence but it wouldn't work for me, So then I tried a Ctrl modifier but I didn't get that to stop it.

You can try
/s %t blah blah blah
/in 2 /use Heavy netherweave bandage.

why not try using 2 macros, one to tell them to quit moving and then when you see them stop use the bandage. It isn't as efficient and not as cool but itll get the job done w/o messing up and repeated text lines etc.

Best you're going to get would be:
/cast Heavy Netherweave Bandage
/stopmacro
/s %t Stop moving so I can bandage you!
Will do the /s on normal click, and bandage on a shift, ctrl, or alt click.
