With my enhancement shaman (which itemizes just like a fury warrior), I like to have a ratio. I only take agility if it's twice the number of the strength. e.g. 1 STR > 1.9 AGI, or 1 AGI = 1 AP, or something like that.
That's very arbitrary though, you need to find the ratio you like. Some like all STR, some like a lot of crit. As long as you keep flurry up pretty much all the time, you're good, in my opinion.
My first shaman was very crit-heavy and ended up not doing great damage. I started leveling another that was very STR/AP heavy and it did great damage, but flurry wasn't up as much as I'd like. Once I struck a balance, it seemed to work nicely for me.

The value of each stat is relatively dependant upon your current stats, however agility is universally terrible for a DPS warrior if other options exist.
Go for mostly Str / Crit Rating / Hit Rating until you hit 70, then grab a spreadsheet off of Elitist Jerks and refer to the SEP values on the sheet if you need a reference. Once you are 70 expertise and armor penetration become options.
Also, be cautious when gearing in respects to flurry, haste, and hit. Haste scales extremely poorly for a warrior until you have the capacity to engage in long periods of heroic strike spam, as does flurry. Hit scales well when you have poorer gear and weapons, but the more you heroic strike the worse it gets, and it isn't a good improvement past the first 9% to begin with.
