Whirlwind uses both weapons, therefore Slow/Slow is better for WW. In addition, when you factor in instant attacks you will get more flurry up-time using slow/slow. Neither benefit is crucial, but they should be considered.

Also fast weapons eat up flurry uptime, also doing virtually no damage compared to harder hitting weapons.
Edit:And btw we dont use fast offhands, we arent rogues we dont have combat potency @@
The amount of difference in flurry up-time is minimal, as off-hand strikes can also proc flurry and the rate of critical strikes remains constant, the only major difference is derived from constants such as instant attacks, which occur at a rate of five times every 18 seconds.
The damage per second dealt is the same, excepting only whirlwind, which is fairly minor.
We don't need combat potency for a fast off-hand to have merits, as we have a built-in equivalent in our class. Equipping a fast off-hand does make rage management a lot simpler, and it does allow Heroic Strike to be used a little more recklessly.
In a perfect world slow / slow would always put out higher DPS, however the world is not perfect and thus the ease of playing resulting from a fast off-hand offsets the lower Damage range to an extent.
