Feral is the best for the reason that they have the lowest amount of downtime. You are only really using your mana to heal yourself after fights, and you spend a lot of time in cat form regenerating mana
Balance can put out equal or better damage, but you drink a lot, and fights can take longer if you're just attacking 1 at a time, rooting, starfiring, etc.

Feral hands down. Some people claim that balance is better once you reach the outlands and part of that might be true, but its amazing what feral druids can solo and how quickly they can do it, and feral druids don't have down time while leveling.

So true. If you know what you are doing you can solo almost any group quest. It requires a lot of switching forms, healing yourself, and a decent ammount of skill to solo most of the 3+ person quests but they are still doable. It gets iffy when you get to the 5 person quests unless you drag them to the guards. The beauty is that you can kite better than pretty much any other class since fairie fire (feral) has no cost and can be cast ignoring line of sight.
