Hello,
as far as i am experienced in tanking warrior, i would say:
Yes, drop the 2H weapon, and pull on youre weapon+shield. Also, defencive stance all the way would make it easyer on the healer.
As for youre second question, the answer will be a mix of (still) answering youre first question:
if he is arms, improved TC is a option.. whithout many shouts?.. well he is only lacking commanding shout tbh, so, intimidation shout -> spaming TC -> cleave; should do the trick as for holding aggro out of the healer and keeping the aggro of 4-6 mobs.
As for end game raids, i would still suggest protection spec, even for OT. You may even be able to do OT in Kara as a arms warrior, but i doubt that the following raids will allow him to, as threat generated by dps will also increase considerably.

Once in Ramparts my healer died to dog spawns, so I hit Piercing Howl + Intimidating Shout and bandaged... It was epic.
Anyways, he should be in defensive stance, as it carries a 30% increase to your threat output, which easily offsets the 10% damage loss. All he really needs to do is spam sunder and thunderclap in order to hold ~4 mobs with little difficulty as long as every DPS is on the same target.

No, right now defensive stance gives a 30% increase to threat generation without any talents. With the defiance talent, that is increased to 45%. In the expansion, the defiance talent is removed and defensive stance in itself gives the 45% threat bonus.
It should be noted that 30% threat increase doesn't mean 30% more than battle/berserker stance, since those gives a 20%
reduction
of threat generation. Berserker stance can be talented to give an even bigger threat reduction.
