i currently play a ret pala on alliance side so i typically use seal of command (cant believe they decided to patch-buff seal of crusader with the 40% increased CS damage /slapmyselfintheface). but i hear that in the expansion alli palas will be getting their own seal of blood (seal of the martyr i think its called?). im a theorycraft n00b so i wanted to know: SoB or SoC?

The biggest advantage hordie ret palas have at the moment is the mana returned from having other people heal you. A bit more consistent and flowing damage also helps, you don't wanna spike your threat at the very beginning of a fight.

For PvE, Seal of Blood (and the upcoming Seal of the Martyr) are better for DPS. Unless you can find a way to guarantee a 50% proc rate on Seal of Command (and 44% is as good as it gets, with a 3.8 speed weapon), the SoB proc-on-every-hit will produce more damage over the course of any fight. Also, as Persen says, the smoother threat output and mana return from healing are also preferable, though the latter issue is addressed when you spec for Judgements of the Wise.
For PvP, Command is better, since the backsplash damage from the massive crit that kills your enemy, might just kill you too.
Note: For any boss fight with an effect like Prince Malchezzar's Enfeeble, make sure you're using Command. Not sure if they've implemented anything like that for any of the WotLK bossses, but keeping SoC in your build is worth it for that reason.

I am glad they are bringing out a proper seal, cause the SoC is really crap due to its unreliable proc rates....from my experience anyway, i have gone 5 minutes without a single proc from that cursed SoC.
Now with SoM it will make things more fun.....once you get to level 66, why they put it there, i will never know.
Being stuck with a unreliable SoC isn't very encouraging to continue playing the class, though i do love the class.
