This is better addressed via a full addon, though I don't know of any that have such functionality off the top of my head, at least for arbitrary spells. A macro isn't long enough to do this effectively and avoid problems like spamming random quotes if you spam the button while waiting for the GCD.

I've done similar macro's to this, some for goofing some actually for letting people know things like who i'm rezzing, trapping, etc. although not using random ones.
For your 'fun' or rp type say on action spells you're best bet is to put them on a seperate bar that is a copy of your usual one and just switch to it when you are in a situation where you'd want to use them.
Again avoid using it on heavily spammed spells but for something like intercept it could be a bit funny (just make sure its /s or /y and not /bg for pvp that would annoy people badly)

it would look something along the line of
/run local s,e={'Not a Chance, %t!','You're Mine %t!','Get Over Here!'},{'lol','roar','slap'} SendChatMessage(s) DoEmote(e)
in which case it would say one of the 3 phrases or /lol /roar or /slap the target.
P.S. this is actually a remake of the macro posted by corveroth in another thread lol I'd test it first but it's maintenance time :(
It looks right to me though, but no guarrantees :)
