slower weapons are better because of whirlwind, if anything your dps will increase using a slow offhand.

it will be spikier than having a fast offhand, but thats no problem; you just need to practise with it, I've always used a slow offhand and dealing with rage isn't particularly difficult.

i also have executioner on main and on my quickblade i have mongoose. will mongoose proc less with a slower of hand?
Nope, it is based on a PPM mechanic, so the white attacks will always generate attacks at the same rate. Having a slower weapon will increase the procs from instant attacks though, but the offhand only has one instant attack (whirlwind) so the effect on procs is minimal.

Having two weapons of the same speed is beneficial because of how Flurry works on the last charge (haste granted to both weapons due to limitations in determining which weapon strikes first).

No, it wasn't fixed. It's still a fairly marginal gain, so I don't imagine they have a lot of people working on a fix either.
