I'm assuming here that you are looking for something pre-Karazhan in general, as opposed to just pre-T4?

- Decent stats, and you don't have to rely on drops to get it. CE rep is pretty easy to gain.

I would say that for starting raiders there is no beating the whitemend hood. Three sockets, some MP5, and tons of healing. I personally prefer the T4 helm myself and even now still use it because I never had an opportunity to get a T5 helm. When you break the Whitemend set (which, by the way is difficult to do because of the enormous set bonus you lose) the T4 helm is what you should use along with the badge pants.

This is assuming that the OP is a tailor though, which may not be the case. You don't need tailoring to wear whitemend.
