The build should do fine for 5-mans and heroics, as well as farming. As usual, look to get out of Suppression as quickly as possible.
Gear-wise, you're not all that far off from running the early heroics (and honestly, I've tanked for far worse in SP/UB). Spend some time farming mats for your Frozen Shadoweave and Spellstrike pieces - they'll do a lot more for you than running the normal 5-mans will. Get your Aldor rep up for the shoulder enchant, and run dailies for massive amounts of gold and maybe a few badges here and there.

it is variable for PvP and PvE content.
the problem with your build right now is that there is too many wasted points in supression, 2 will be enough in any given situation. and depending on what u want the points in improved HoT can be moved into Maledicton. and since ur 70 and is going to do PvE stuff Improved Drain Soul won't be necessary at all.

You just linked the same build.
Points in Suppression aren't wasted for PvE content if the warlock has low spell hit - as is often the case with a warlock still building his gear.
Improved Drain Soul is a critical PvE talent for running instances and raids. 10% threat reduction is huge.
He has stated that he doesn't want to PvP at all, so PvP viability is not a concern.

a good build but 3 points in suppression is enough to cover 99% of the resist gap while raiding.
*sigh*
Raid bosses resist 17% of spells by default. 16% of this can be made up.
3 points of Suppression is 6% hit for affliction spells. This is nowhere near "99% of the resist gap."
the 10% threat reduction in imrpoved drain soul is nice to have but IMO is wasted as with your bad gear, your dps isnt going to be pulling mobs on to you anyway.
Depends on the tank.
no points in fel concentration makes grinding near impossible XD if you plan on just doing instances and raids then fair enough, but doing some dailys for some badges and grinding faction rep for gear is a good idea and it will be so much tougher without fel concentration
He has 5/5 Fel Concentration in the proposed build.
