Reputation and Spillover. Help.

Ok so just a quick question.
Something I noticed on my new human priest.
But she currently has 1512/12000 rep with Stormwind.
Although her Exodar rep is only 61/6000 and her Darn rep is
161/6000.
Am I not getting the correct ammount of rep? Am I getting the correct ammount? Do quests from the starting areas of each race not give spillover rep?
Does anyone know what is going on or should I ask a GM or something? Cause I feel like I am not getting the proper rep gains.
Any light you can shed on the situation would be much appreciated.

Reputation is tied to each quest, some will give rep with Stormwind, others with Ironforge, etc. Usually it depends on the race of the quest giver.
The quests in the starting areas give reputation to each specific faction. That's why Draenei will have higher Exodar reputation than Humans.
How do you increase all reputations ?
You can go and do the starting quests from each area, even if they won't give XP, they still give the reputation.
The other solution is to turn-in cloth to each city, this is a repeatable quest that will give rep for each faction.

Don't quests give spill over rep as well though?
Like if you get 250 SW rep you will also get 62.5 rep with all the other alliance factions?
That is what the wowwiki says anyway. If this is wrong please tell me?

I think that you also start out with different reputations amount to each city.
Such as Stormwind and Ironforge are about the same, but Darn is a bit lower, and Exodar is the lowest.

Quests in some starting zones don't give spillover/sympathy rep, though.
For instance, the Draenei starting zone quests give spillover rep with all other Alliance factions. The Night Elf starting zone quests do not.
