Why can't we rate negativly rated comments?

There are a lot of people rating comments incorrectly. For example someone might say something that goes against the common thinking, and while they are absolutely correct they get rated down because the newb who rated them assumes they are wrong.
This in itself is fine, because other people could see the comment is incorrectly rated down, and rate it back up. But it seems like once a comment hits -1, it can't be rated back up! Whats the deal with that? Why can't we "fix" these incorrectly moderated comments by rating them back up?

You can, if you're fast.
When a comment is rated below -1, it is hidden from view. For exactly 1 day after it going below 0, if that comment doesn't get rated above -1 then it is purged and you can't rate it anymore. That 1 day is the period where you can go 'oh, actually, this guy is right' and rate it back up.

I see the comment you are referring too, I would have rated it down myself no matter how useful for these reasons, "suck" "I'm" "I've" "I" "lvl31" "sh*t" "noob".
If people want good ratings, from me at least, write intelligently. I also wouldn't suggest re-posting something that has been purged and circumventing the Wowhead system.

That is too bad, I hope you are in the minority. We have a bunch of polite comments rated up which are giving terrible advice to any player who actually reads them, while the comments that give useful information are being rated down because you don't like the tone used in the post.
In a perfect world it would be nice if all of the comments were well-written and grammatically perfect, but given the choice between false information or useful correct information I'd rather have the useful information.
I understand that underrated comments are eventually purged, but why lock the moderation before the purge occurs?

The negatively rated posts you're referring to are already purged. However, a purged comment stays on the page if there is an un-purged reply, so we can keep the reply in context. If you're seeing a comment on the page that's hidden, it's because the comment has already had a negative rating for over 72 hours, but it has a reply that hasn't been purged.

That is somewhat confusing to me. I thought purge meant delete, yet the comments are still there. What is the purpose of disabling moderation for these comments? 72 hours is not very long at all, especially on mid-level quests that a player is only ever going to bother looking for while leveling alts.
I guess my question is: if you are actually keeping the comment in the database anyway, what is saved by disabling moderation?

The current concept is something like this:
Regular Comment
: If the rating is positive, the comment is displayed. If the rating is negative, the comment is hidden. Rating is still active.
Purged Comment
: If the comment is a standalone comment, it is removed from the page entirely. If it contains a nested reply, the purged comment is permanently hidden, but can be expanded if necessary so that the reply makes sense in context. Rating is inactive.
It's worth considering whether or not purged comments that are still on the page should be allowed continued ratings, but that's the system as it currently works.

I know this is a little off topic, but I have searched all over the place and cannot find an answer to why I cannot see the rating arrows on my screen. I am well above being able to rate comments. Even contacted Wowhead with a screenshot. Still no actual answer as to why I cannot see this feature of the website. I have tried opening it with Chrome and IE. Same results on both. Has anyone else come across this issue?

I can't say that I have had this issue at all... they don't show up for you at all on any database comments? Do you see their ratings at all either? Perhaps you can share that screenshot with us here.
I would however suggest that you make a new post about it though in the future for things like this.

Also, funny that no one mentioned this before, but once you get 3000 reputation on your account on WoWhead, you can see deleted comments. Also, for me at least, even purged comments are showing, and i'm able to vote on them. I am not able to vote on
deleted
comments tho, so there is difference in those.

The red deleted ones aren't technically "purged" comments (this was an automatic function) but rather those comments that were "voted to delete" in the period (earlier this year) that this feature was based on user votes. Vote-Deleted comments that had, I think, at least a +10 rating were automatically restored when they removed this feature, while lower-rated comments remained at the end of the list, minimized and in red.
