For 50g (average price; on Nordrassil, my realm, the price goes at about 35g), you get this shield, which served me well from 65 to 70. If you were a pally, I'd say go for the Lichen shield. But you're a warrior, and def rating is quite nice until 70, because the scaling does wonders. I tried to help a friend do Ramparts when I was 68, and I had to remove the helmet, armor and gloves to reduce the def rating and mitigation so that I can make some rage.
PS. Healer was slacking all the way with me half naked, and the run was perfect, no deaths.

Each are situational, I'm really not sure at your level, I know Warchiefs Mantle is acceptable to enter Kara with but the Pauldrons are very similar, I'd say it boils down to wether or not you are at the 490 def. yet. Ideally you would want both as each offer you different stats for different situations, parry is nice for avoidance/threat while defense is nice for avoidance/uncritablity.
As for gems, I am of the school of thought that there is no such thing as anything but stam gems, get yourself some Solid Stars of Elune (no sense in epics for this gear), the only exception would be a gem to activate a meta.

The warchief's mantle is significantly better except for the fact that it doesn't help make you crit immune. If you are not crit immune, you will need to use the pauldrons of brute force, but as soon as you get the chance you should go for the warchief's mantle.
