Mostly greens are what you will have at the 59/60 bracket (depending on if you twink for WSG/AB or AV), since outland greens > azeroth blues, and there's not too many blues available at that level.

Hunters need 40 Agility per 1% Crit rating so 359 gives you 8.97% Crit.
(Note: Wowwiki says 33 per 1% at 60, but the math here per Armory stats works to 40 per 1%)
I believe the discrepancy here is due to his low gun skill (282/295). Assuming Wowwiki is right, the crit chance would be about 15.9% with a maxed weapon skill. The fact that the agi:crit ratio from the armory stats is 40:1 could simply be a coincidence.

There are several things I notice about your gear and spec:
1) You have no intellect. A good working ratio for outlands greens is: 2/3rds Bandit gear, 1/3rd Falcon gear.
2) Your spec doesn't maximize your DPS. Try this:

Careful aim and combat experiance really help a lot more than you think. If you have say 200 intellect, 45% of than is 90, which means another 90 AP you have that your opponent doesn't. Combat experiance is another 2% agi, and 6% intellect, meaning you get more AP, mana and crit%.
And in all honesty, your crit chance is not too bad. Bear in mind that you have a lot of bandit gear, so you have a lot more AP than other hunters that may have more crit% than you (they probably have monkey gear or some outlands quest items that have more agility).
