eh i pvp a lot as feral, but its not wanted and pve is better, u don't powershift and pve or at least u shouldn't and in pvp i will only use it to charge/bash a target thats running/getting me low, i never do it for that bit of energy
only used this here and there when i had to pop and heal then go back in with 40 energy but then i still waited a little bit b/c i dance my targets and use almost pure shreds

Ofc people powershift in PvP, but you can't abuse it simply because PvP Ferals don't have enough mana for that. There are many classes we fight where it is your mana pool that will beat them (mages for example), not a fraction more DPS. As for snares, often the better plan when snared in cat is to cast a HoT to remove the snare, then back to cat asap.

I think it means if you leave cat form with zero energy, when you go back you will have whatever energy regenerated (in the background) while you were out of cat form. So if you shift out of cat form with zero energy you will need to be out for 4 seconds to have the energy the current Furor would have given you when you shift back to cat. If you left cat with more than zero energy, the time you have to be out to have 40 or more when you shift back is less than 4 seconds. If you have more than 40 energy when you shift out, you will have more than the current Furor would have given you when you shift back, even if you shift back immediately.
So if you think about PvP, if you are in the habit of deliberately powershifting simply to trade mana for 40 energy (often not a great idea in PvP), this is nerf.
For many PvP situations this is neither a nerf nor a buff. For some PvP situations this is buff. i.e. you have not been cat for 10 seconds or more, you shift to cat and can rip into someone instantly starting from 100 energy. For alternating between bear and cat to DPS someone, if you are in each form for 4+ seconds (pretty likely) this is a really excellent buff.
For PvE DPSing in cat form, where people do deliberately powershift for the added DPS all the time, this is a nerf.
....But tbh, look at the bottom half of the WotLK feral tree. I seriously doubt you will care that PvE powershifting is gone.

I dunno, I kind of like this change. Try to think out of the raid/pvp box; leveling and grinding. You have to heal yourself every given amount of mobs, draining your energy from 60% to 100%.

5 points for useless talents to get to the needed ones : welcome to the balance world for the last two years :) They are finally changing that for us, and i hope they'll change it in something nice for ferals as well (i don't wish to simply shift the problem to another spec), but honestly it's not a novelty for such things to happen.
Furor for balance : currently we have 10 useless points in resto to get the tier 3 talents. Well, they can be usefull for healing and such, but served no dps purpose at all. First wotlk talents reduced Improved Mark to two points (plus it is greatly buffed), and made Natural Shapeshifter a requisite for something usefull, but still 5 points wasted. Now we can get IMotW, Furor and NS to unlock third tier talents, which all bring a (very little for NS) something to our dps role.
So no, as a moonkin i won't complain about the changes to the resto side of the tree.
Resto bloat : it is stupid to currently be able to put 12 points in Healing Touch just for the instant heal, without losing anything important (well, you don't get bramble, that hits hard !). From the reactions i've seen, most restos seemed actually happy with those new balance synergies, especially since they do ofer some very nice things (longer hot time is a real blessing).
(btw, it seems that partial tick times have been implemented, ie if a dot/hot runs 3.5s, there'll be a small tick at the end to account for the leftover time that didn't make a full tick.
Feral powershifting in pve : between King of the Jungle and the new Tiger's Fury, the new energy ticks and bigger mana pools, i guess it would have been to good to keep PS as currently. Tiger's Fury should at least give you the same benefit as current PS though, whith much less constraints.
