System check. what fps should I be normally having?

hello, all. been out of the loop for a while, but i'll be reactivating my account tonight and i had this thought.
i'm not sure if i'm getting the most out of my computer, in terms of performance. i have a intel pentium duo @ 1.73GHz, 2gb ram, 160gb 5400 rpm hdd, ati mobility radeon hd 3470 with 256mb dedicated ram, running vista ultimate sp1 on a pretty clean system. regular defrags, virus/spy scans.
while in game i rarely even get fps higher than 28-30. while in towns, even if highly populated, my fps get as high as the refresh rate 60, averaging about 40-45 (even in shatt)
i've talked to people with similarly specced computers, or even lowr, and they constantly get 45+ fps. and i know this, as playing guild wars, which has graphics at least a notch higher than wow, i average a 40-45fps.
this is without any addons, no background tasks, no downloads. am i missing something?
iz it cuz i iz black? no, seriously, might be the fact that it's a laptop?
or is this simply the best my laptop can do? any of you with similar systems care to share their experience?

does it really help to switch to xp? i quite like vista.
i was also thinking of getting a 7200rpm drive and 1 more gig of ram.

WoW is the only PC game I play, and I didn't buy my PC ever intending to play games on it (WoW changed that). My framerate rarely hits 20 fps, it's usually closer to 10. I play/solo/raid/whatever with absolutely no problem.
I've actually played on a friends computer running 60 fps and it hurt my eyes. >_>
You have absolutely nothing to worry about.

And here, I am playing with 5 FPS in Shatt, and 15-25 everywhere outside... you guys are really complaining too much.

I'm playing with 8-12 fps in normal conditions, 5-8 fps in cities (I avoid shat/if/sw/org at all cost), regular freezes. A game of AV always turns out interesting.. sometimes I just freeze for 2 min, release spirit, another 1 min freeze, insta kill in graveyard and same story over. lol
I guess it's time for a new pc

Ignore these guys telling you to ditch Vista or any of that jazz. That's not the problem.
WoW is an older, singlethreaded game. Your CPU is a slow dualcore. You're never going to get fantastic framerates on WoW.
Additionally, the HD3470 is a REALLY weak graphics card. Try turning some settings down, see if it helps. If it doesn't, feel free to turn them back up.
I'm honestly not sure if you're CPU limited or GPU limited >_>
Also, holy crap @ the number of people on here getting sub-30fps O_o. I only drop below 100 in cities and BGs (very obviously CPU limited, large populations SLAM your CPU). Shame on whoever sold you guys these computers if you bought them in the last couple years.

It doesn't even have to do with the human eye. Your MONITOR won't refresh faster than 60hz (60fps) unless you have a CRT (some of those go as high as 85hz) or a "gaming monitor" (also usually CRT, some go as high as 120hz).

really most people dont notice the difference between 40 and 60, its the spiked downwards that make you notice.
if you have a consistent 30 fps and you get one of those frequent drops, then you will be running 10 or 20 wich you will notice
if you run 60 you will drop to 30 to 40, wich in most cases you don't notice
