Basically, Fury/Dual Wielding is geared more towards PvE and Arms/Two Handers is geared towards PVP.
Arms
-Mortal Strike is vital for PVP since you'll have to prevent targets from healing or being healed more than you can damage them
-2Handers = slow, but big damage hits, burst damage
Fury
-Fast hits, skills that give attack power bonuses, skills that specifically lower threat
-Since attack skills usually only use the right hand weapon, they all do significantly less damage than they would with a 2hander
-Resilience in PVP prevents a LOT of crits which are the bread and butter of DW damage, and sadly little white pokes just dont cut it in PVP.
There are of course exceptions to the rule, but those are few and far between, and rarely viable.

Are they implementing or are there skills that lower threat for fury warriors ?, I think the only threat reduction they had is from talenting Improved berserker stance, and its passive.

Yeah, sorry, just Imp Berserker stance. The previous beta build of WotLK also had another passive talent that further reduced threat but that's been taken out since then.

Both Battle and Berserker stance have an innate 80% threat co-efficient.

There is only one normalized instant attack used commonly by fury warriors, and it uses both hands.
DW builds aren't crit based, they're AP based. Most warriors who advocate heavy crit are either in BT / Hyjal / Sunwell and thus gain a lot from multiplicative stats such as crit due to their already high AP, or are completely clueless and perceive more benefit from flurry than they are actually getting.
