Runic power and tanking

One essential element for tanking is the enhanced resource bar as a result of taking damage. This is the case with rage, for warriors and bears, and mana, for paladins via Spiritual Attunement(
http://www.wowhead.com/?spell=31785
) and now the new Blessing of Sanctuary. However, it doesn't appear that DK's are getting anything similar for their runic power bars yet: i.e. whether DK's take damage or not, their runic power generation stay at the same pace. This IMHO dampens the benefits and incentives for DK's to tank.
What do you guys think?

Or if everything goes over well, they can tank well even when overgeared for an instance or raid! Seeing as they wont need to take damage to hold aggro.
true, but doubt that Blizzard's main design philosophy for tanks is around how they do when overgeared.....

this.
We have an infinite resource system already, its called runes. Very few of our threat generating abilities use runic power, and very few of our defensive abilities use runes.
Your runes are used on damage-dealing abilities for the most part, in order to generate threat. Using the runes that way generates runic power, which you use on defensive abilities like icebound fortitude, mind freeze, anti-magic shell, etc.
The two work fairly well together, though runic power generation can be a bit iffy at times.

Well since the Death knight won't need to take damage to gain threat, shouldn't that make the Death knights the best offtanks around? since druids and warriors got rage problems when offtanking and paladins use retri aura and holy shield.
You've had a Feral Druid having problems with rage?
My feral druid has problems with rage every time i tank a 5 man nowdays... I have to put on DPS gear just because of that >.<
