The unfortunate answers:
1) You won't find healing plate other than "Of Healing" greens that have no other stats on them besides +healing, at your level. You're best off looking for "Of The Physician" or "Of The Invoker" cloth items on the Auction House (Of the Invoker also comes in Leather and Mail).
2) If you are horde, there's an early Hellfire peninsula quest chain that will get you a +75 healing hammer, and another that gives you a spelldamage/healing + mp5 shield. Alliance have a quest for the shield as well.
3) There are nearly ZERO items below level 70 that are pure healing outside of instances. Most everything is spell damage, take what you can get.
The first good healing weapon you'll find is either the mace from slave pens, or the Cenarion Expedition Honored Mace (the CE mace is better for paladins... see if you can get CE honored quickly via Unidentifed Plant Parts).

For the most part, you don't really need to focus on any healing gear before Outland. Why do I say this?
Well, 99% of your gear is going to get replaced within your first two levels in Outland, either by random drops or by quest rewards.
Don't bother farming for a weapon pre-60 unless you plan on twinking and staying at 59 forever. It's literally not worth it mechanicswise. Head to Outland as soon as you hit 58 and start getting good gear. Then once you hit 70, if there's content you missed back in Azeroth, go see it when you have the time.
