Actually a player would need 26 expertise (101.92 rating exactly) to make sure a mob doesnt
dodge
one of his attacks, not parry. It takes nearly 60 expertise (nobody really knows) to make sure a mob never parries.
Recently found to be hard-capped at 55 expertise. The guy who tested it had a few parries in ~5k attacks at 54 expertise against Bloodlord Mandokir in ZG, and 0 parries at 55 expertise over ~10k attacks. My pure threat set runs at 56 expertise, and I haven't seen a parry yet, although I don't tank a whole bunch of bosses in this set.

Blizzard have mentioned that they use the boss parry chance specifically to tune the difficulty of boss encounters, so there is no single parry cap - but a different parry cap for each boss, depending on what parry chance it has.

Rings - there are a lot of other rings that you can use instead of heavy armor/stam/defense rings, although I'm going to recommend that you switch to another armor/stam ring, the
Band of Determination
, which is another reason to run normal mode MgT.
Usually the best rings are the armor/stamina/defense ones. I would recommend
Ring of the Stalwart Protector
, costs 60 badges and is clearly better than the band of determination even though expertise is a sexy stat.
I would also say the violet signet beats the band of determination, but not by nearly as much. It's surely worth picking up for a threat outfit. Oh, which leads me to an important point; remember to use different sets for different situations.
