Feral without a doubt.. there is very little downtime if any..
balance is fine but u will be gathering alot of cloth items to really do dmg, wereas feral cat, you can pick up any of the vast amounts of rogue loot and the occasional feral piece =)

feral is "faster" not best.....
questing? just get either the leather rogue stuff and a beast staff= feral
get cloth/leather spell dam(care if cloth or not as moonkin got more armor then the %^&*y ca-armort anyway, so don't mind take cloth as you msot time killed them before they reach you) as balance
resto, same as moonkin, but its harder but much fun
leveling in outland? it's not hard even as resto....and dreamstat+ resto regen(forgot name) make it no big different vs feral leveling, as your even very much and barely any downtime(if you get any i bet innervate not on Cd anyway)
so take what you want! easy as that
NOTE: feral is not "best" as people tend to get bored of it, and best not always mean "fastest" to level but how people enjoy it more

I've leveled my druid as Restoration since level 40. I did a lot of instances from 20 to 58, so I was almost constantly in some of the best gear available. I'm currently 66, and have had a tremendous amount of fun as Restoration even in Outlands. I'm good to go to any instance along the way, which given a competent group I'll do anything level appropriate for me. I've finished Hellfire and Zangarmarsh for the most part, and am only about halfway through Terokkar. I'll be 67 before I leave Terokkar without a doubt, and will be 69 before I even look at Netherstorm or Shadowmoon Valley.
Point is, you can level as any spec and be successful. Just know where your strong points are for leveling. Mine is doing instances when I can. Even as Resto, I can put out about 300dps right now, which is sadly just about as good as the mage and boomkin I just did Crypts with. They did 340 and 385dps.
While soloing, every four kills I have to drink. Melee mobs are great to kill; take little if any damage from them. Starfire, moonfire, entangling roots, insect swarm, starfire, then wrath spam dead. Ranged mobs take a bit more work, and you may have to heal depending on what type of ranged (spell caster or hunter type?). I usually open Starfire, moonfire, insect swarm, and then spam wrath. Entangling roots doesn't help because that's really just a 'keep mobs off me' sort of spell, which doesn't work on ranged mobs obviously. Breaks too easily in my experience as well.
