http://wotlk.wowhead.com/?talent=sxA0gGzhVuMeRxZVf0xIs what I just came up with going along with what the cookie cutter build was for the holy tree + a few bonuses and then went into ret for the rest +5% crit from the ret tree affecting spells = sexy.
Thats probably how I'm going to spec anyway.

Why not lose 1% crit from 5/5 Conviction for Beacon of Light?

http://wotlk.wowhead.com/?talent=sxAbxMzhVuzxMZZVfMxbbzhhThis will be THE PVE holy spec if the talent "Judgements of the Wise" remain as it is in the last build (20% mana returned on judgement).
THE PvE holy spec? Uh, no.
Unyielding Faith,
Vindication, and
Pursuit of Justice all smell like PvP. In a raid, Fear can be bubbled-out-of, or if you have a Shaman, their Tremor Totem will now affect anyone near them; Vindication is iffy at best, and a Ret Paladin is going to be apply it much more effectively than a Holy Paladin because of things like Divine Storm; and Pursuit of Justice is such a minor reduction against raid bosses (3+ levels higher) that outside of PvP the speed increase is really the only useful mechanic - and then only for leveling.
There are much more resourceful choices for PvE available that you've left out of the build:
Something like
this has far more PvE utility. You increase your own spellpower (and thus your healing) by dropping Improved Blessing of Might on yourself (not to mention that the higher spellpower increases the damage of your Retribution Aura); your auras cover a much larger range, which is important since they now affect the whole raid rather than your party; and your Lay On Hands cooldown drops to 16 minutes, which is huge since it no longer uses all your mana but still heals for the same amount (and increases armor to boot).
There are a couple of points that can be played with (for instance, I opted to max out ImpBoM instead of keeping the point in Sanctified Retribution), but I'm pretty sure that the typical "Holy Regenadin" build will be something close to the above
