Depends on your spell damage. If it's well below 1200, you actually still see a benefit to using IS.
Damage below 1200: IS, MF, SFx3
Damage 1200+ : MF, SFx4
in raids though, you are the utility class. So, using ff or using the first rotation can be helpful to a raid, My suggested roation is simply for max dps for long boss fights. As Celd said, when you have to move alot, using more DoTs is a highe deal. I will use the first roation on Gruuls all the time, considering all of the moving that's involved.

Choosing a rotation is not only about spellpower and highest dps, it's also about mana drain. A rotation that gets you OOM 20s before the end of the fight is generally not as good as a rotation that lets you last the whole fight, even if it does give a higher dps 20s while casting. The time spent doing nothing at the end is usually enough to let the "lower dps" rotation catch up in terms of total damage.
As an example : 20s of starfires for example easily amounts for ~18k damage (with 2k damage starfires, ie very conservative) which spread over a 10 minute fights gives 30 dps. ie the rotation bringing you OOM has to do 30 dps more than the conservative one only to be equal
In terms of mana drain, IS, SF*4 < IS, MF, SF*3 < MF, SF*4 so depending on where you mana stands at the end of the fight, you might want to switch even if MF does more damage than IS.
