by arms warrior, do you mean PVP warrior?
if so, i think boar's would be good if you have no other speed increasing ability. if you already do, then the bonuses probably don't stack and you'd be better off with surefooted.

I prefer the speed enchants (Cat's Swiftness / Boar's Speed) for PvE as it lets you stick a Relentless eathstorm Diamond in your meta Slot and still get a sun speed boost.
For PvP Surefooted is decent, but I'd still go with the run speed because most snares are easily re-applied.

Sorry.. i forgot to tell. I got enigmatic skyfire diamond, the one with ensnare root resist and crit strike chance in my head. im PVP, but ye run speed is nice, but 9+ in stamina..? think that really sucks, better with hit rating in surefooted i thought so... or?
12 hit rating is less than 1% chance to hit, and anything past 79 rating is wasted in pvp. if you group with a Dranei you need 63.04 (I'd round down, you're unlikely to notice a miss due to that 0.04% chance). You have 60 hit from Merciless gear + weapon, 51 from a Vengeful set + weapon, and 61 from a Brutal set + weapon. If you get the Glyph of Ferocity for a head enchant it gives you an extra 16 hit rating.
For PvE DPS purposes, the Relentless Earthstorm Diamond meta has no peer. PvP is subjective, though I imagine your current meta will see good use.
On you feet, Surefooted is okay, but it's effects aren't going to be great against most snares as like I said, they're easily re-applied. I personally like run speed, but then again I usually stick to raiding so I don't have the option of a run speed head meta.

Tell that to the mage saying Oh %^&* when you run through his Frost Nova
With the 10% snare resist you will see a resisted frost nova on average every three minutes and thirty seconds assuming you have a single mage spamming it on you. Hardly what I'd call a game-breaking combination.

He has three more Frost Nova's where the first one came from if he's willing to blow his pet to keep himself alive with a Freeze, which he probably should be. This is in addition to Ice Block and Blink.

Ahh, yes, point taken about +miss talents. Still not something I'd gear for specifically, but there is a point where extra would be useful.
