Sheathe was deliberately moved out of Holy's reach because it was extremely powerful in their hands. The talent was designed to help Ret, not give Holy a spell damage bonus and a HoT. It isn't too surprising that it was pushed down in the tree.
There's 13 pages in the Holy thread over on the beta forums right now, most of which is providing some good feedback and ideas. The second pass on paladins completely missing Holy, the tree that had seen the least change? When the current plan is to give more options?
Holy isn't done. They just wanted to see some of the other mechanics in place ASAP so they can get to work on them. Expect something new within the next update or two.

As a Retribution Paladin I'm actually glad that Blizzard chose to move the talent out of reach of Holy paladins instead of just nerfing it, which would again leave Ret broken in regards to viable emergency or PvP healing.
