Why are you holy paladins all trying so hard to find a way to implement the retribution tree in WOLK? You tried with
Sheath of Light and they moved it further down the talent tree. If blizzard thinks you can use this to be even more mana-efficient than you already are, they will find a way to keep you from it.
Also, holy paladins are already very mana efficient, and rarely if ever have trouble with OOM. Talents like Judgements of the Wise are designed to let retribution paladins wear the same gear as a warrior and still have mana. Going for this build you lose
Holy Guidance,
Divine Illumination, and
Beacon of Light, plus you'll have to move to within 10 yards of your target to get any benefit from Judgements of the Wise.
This is without saying that Judgements of the Wise was just changed to it's current form, and will probably be rebalanced before WOLK goes live.

i can see how it will be useful for very specific uses in raiding, like healing the mt and ot at the same time
Having a Paladin (who, argueably, has some of the best singe-target healing ability in the game) be able to keep up both the main tank
and the off tank at the same time is pretty damn huge. You've just freed up a raid slot for an additional DPS, meaning that you'll down the boss that much faster - or at the very least you've freed up a healer who can help to keep up the rest of the raid.
However, that doesn't even factor in the synergy that may wind up being available with Inscription.
Imagine, if you would: You Beacon of Light the main tank. There's an off-tank on the boss, as well as 3-4 melee DPS. You have both
Glyph of Flash of Light and
Glyph of Holy Light equipped. As you FoL spam each of the melee DPS you're dropping an effective HoT on the tank as well; when the OT absorbs half of a Cleave, you toss Holy Light on him - and you've just healed the MT for 110% of your Holy Light cast (100% from Beacon, 10% from Glyph), as well as healing 10% to all the meleers as well. If the skit really hits the fan, and you're specced for it, you can pop an insta-crit Holy Shock on the main tank, and follow that up with an instant Holy Light on the off tank (healing the main tank as well).
When taken alone, Beacon looks weak. When considered in synergy with other things coming down the pipe... I see it as a huge boon.
Now don't get me wrong: I was wanting to explore the possibility of the "Sheathadin" spec. But obviously Blizz didn't like the idea, so they changed it. I find it unlikely, though, that they'll take away the ability for people to hybridize into a "Regenadin" spec. Or at least I hope they don't, because I'd love to play around with it.
