Question about Deadly Brew.

Deadly Brew: When you apply Instant, Wound, or Mind-Numbing Poison to a target, you have a 50/100% chance to apply a second poison.
Instant : Deadly
Wound : Crippling
Mind-Numbing : Crippling
Now, the way I read this I see three possibilities of how this works.
1.) When you add Instant Poison to your weapon a free Deadly Poison is added to same weapon.
2.) When you add Instant Poison to your weapon, a free Deadly Poison is applied to your other weapon.
3. When you attack an enemy and Instant Poison procs, a proc of Deadly Poison afflicts the enemy as well.

When you apply one poison to the target, the other applies as well, ie. Instant hits them and Deadly is applied, Wound is applied and Crippling is applied, or Mind-Numbing is applied and Crippling is applied.

3) is the right approach. By "applying", it means poisoning the target, not coating your weaponry.
