It sounds like you're referring to the voice actors. I can't confirm anything, but it sounds/looks to me like both Ner'zhul and Arthas can speak through "the Lich King" (Arthas's body) and each has a different voice.
I say this because we heard the clips that are not the original Arthas speaking, but we know that the same voice actor from Warcraft III is voicing Arthas in Wrath.

Blizzard has stated repeatedly that Arthas and Ner'zhul have merged into one being that is now the Lich King. Before Ner'zhul was the Lich King by himself, then he corrupted Arthas, then Arthas came and freed him from being trapped in the Frozen Throne and they merged together and are now one. He looks like Arthas because it's Arthas' body, but Ner'zhul's mind and soul are in there too.
So it's both of them, either Arth'zhul or Ner'thas or Lich King or Big Dead Guy or Steve, call him what you will.

Kind of weird, a human joining with an orc. I mean, I know Ner'Z was far away from his orcish origins by the time Arthas found him, but it still has a bit of irony to it.
