Partial resists are not the result of lacking +hit.
There are two kinds of mechanics which result in resists, but because they can both result in a full 'resist' it can be confusing. There is the normal level-based and innate 'miss' (read: resist) chance, 16% (or is it 18? I can never remember the specific number) against level 73/boss-tagged mob. There is also resistance-based resist, which largely results in partial resists. This is further confused by a glancing-blow like mechanic for bosses where 15% of your spells will be partially resisted, regardless of the presence of spell penetration.
The innate miss chance is what people are most familiar with, which is negated by +hit. Resistance-based resists can only be negated by spell penetration: lowering the resists of the target. This is accomplished either through spell penetration gear, a rather lackluster stat for PvE given the lack of resistances on mobs, or through warlock's Curse of Elements, which reduces the target's resistance to Fire, Frost, Shadow, and Arcane by 88 untalented. The innate partial resistance of bosses cannot be mitigated, just as glancing blows cannot be mitigated, though this is separate from partial resists due to resistance stats.
As Kaltain mentioned, likely you are moving into an area with high arcane resistance, which is why you are seeing tons of full and partial resists on your arcane spells, and also why adding more hit did not seem to help. Either run with a warlock to debuff the resistances (although I'm not sure 88 will completely negate their resistance) or simply rely on your nature spells for that area.

Try to get some stats (WWS or recount (?)) to verify the number of occurences of partial resists, it's easy to get distracted by them and to give them more importance than they have. And if it's really a regular problem, then you'll have some hard facts to show.
The moonkin spreadsheet modelizes a 6% partial resist amount for bosses, ie if i interpret it correctly it supposes that you'll lose 6% of your theoretical dps due to partial resists.
