I'm not certain, but I believe you should be able to contact Blizzard customer service via telephone; as long as you can verify the appropriate account information (like the name it was opened under, e-mail linked to the account, and full credit card information including billing address) they should be able to authenticate and assist you.

Then you obviously have never paid a bill or bought something over the phone or internet.
I've heard of more people getting their card skimmed at a petrol station or at an ATM than from a call centre...
Also retail stores, and restaurants; especially drive-thru fast food places that aren't the major chains, they tend to have crappy video security, bad register tracking, and high turnover, which is pretty much the formula for getting away with scanning and duping cards. Retail stores it tends to be stealing records and/or carbons for the few that still print the entire number.
The amazing thing, though, is that he's unwilling to give his number out over the phone to somebody to whom he gave it via the internet!
