Many people buy this simply because they enjoy how it looks on their character, though it is also one of the few head slot items you can obtain until the mid- to late-20's.
And no, it offers no bonus nor "does much of anything" beyond looks.

First its off EXTREMELY hard to find lowbie mobs on azuremyst meaning horde have to go through alliance area to get it. Second its not a 100% drop meaning hours trying to find the dang mob each time. Third, there are few of the mob in the specific area so again, not easy to find.

I have a macro in my general macros list, so that any time any of my characters has business out that way (hunter taming The Kurken, exploration, etc.) I can try to target any blood elf bandits. It's a nice, easy several hundred gold if you can find it.
I was in a dungeon run once with someone who was playing his brother's toon, and said he had sold a mask for 25g, because he felt it was "unfair" to sell a white item for sooo much money. I do not envy him the pounding he must have received from his brother when it was discovered what he had done.
