Tanking is very similar regardless of level. Threat & aggro works the same, though there are tricks at higher level. I recommend reading over Yakra's Theories on Tanking to get started.
For the most part, one simply uses Sunder Armor, Revenge, Thunder Clap, & sometimes Heroic Strike when tanking (with Sunder Armor & Revenge being highest priority).
With multiple targets, change to a different creature & apply a couple Sunder Armor debuffs, then go back to the main target. It's that simple!

Actually starting out at a lower level is better IMO, because you learn to use the skills at that level. Some classes completely change at higher levels (e.g. druids get mangle+lacerate, paladins will get shield of righteousness and some other abilities, which are both a completely new way of tanking for that class), however warriors have most of their "core" abilities at the start, where talents and levels only give them added tools or situational help. You may not be able to intervene, devastate (but you can sunder), or shield slam at level 20, but it's very easy to throw those into a rotation.
Just remember the job of a tank is to make the healer's life easier. This comes in two ways - it's easier for the healer to heal one target at a time (meaning keep as many mobs as you can on you) and it's easier for the healer to heal if you take less damage and/or can survive longer (thus, armor and health is a good thing).
To hold mobs on you, the game uses threat. Threat is generated when you deal damage or debuff the mob, and a tank is going to deal more threat-per-damage than a DPS, but is going to deal less damage. Keep up demo shout and thunder clap (spam them for AoE threat), spam sunder armor and shield block+revenge and you should keep targets glued to you.
On AoE fights you may also want to tab-cleave in addition to TC and tab-sunders.
