The stamina.
180 hp versus 18 blocked damage,
it would take ~10 blocks to save this much health as a baseline; however the stamina points are increased by several things, such as Vitality, Blessing of Kings, etc.
Every increase in your stamina is a direct increase to your armor value, vice versa. It scales well beyond the baseline value in terms of effective health. Block Value is static.
EDIT:
Neglected to mention the static nature of block value means it will negate more damage over a long period of time than the gains of stamina enchant. This block value inherently increases threat generation as well.

Hey, blademeld here, a tankadin. Thought i could drop my 2 cents in here
while it's true that stam gets a significant boost from talents and buffs, a 18 stam likely won't increase your HP my more than 250~300
in a raid situation, unless a boss is on farm, you're looking at ~3+ min/fight
the boss mobs hit at 2 sec intervals, down to 2.4 with fury warrior debuff
that's ~75+ swings the boss is going to have at you
assuming you have ~25% pure avoidance and ~75% block chance, you're looking at 3/4 of the hits landing on your shield, that's ~50+ swings taken on your shield, and 18*50 = 900 damage absorbed...
block value also increases your threat generation through shield bash...
the reason you would take stam over block is not due to the total amount of HP gained as you gave in your example, but it increases your maximum health, so for the fights where your HP goes from 100% to 25% after 1 or 2 hits, you want to give the healers a bit of a time for their heals to land
if you're lacking in threat, i don't think block value is a shabby enchant
but otherwise, stam is more versatile

No, you're absolutely correct!
I was mainly referring to the fact that when your 18 Stamina becomes increased by talents, buffs, etc. then it outweighs the Block Value...but this is not entirely true (this is the part I forgot to mention)
The reason for this is that over a
longer
period of time, the block value adds up. The longer the the battle (the more the blocks) the wider the gap between the health and block value.
In short, I should have corrected myself and said that in a raid situation (all fights are enduring) you are better off with the block value, but if you need the Stamina it's still a good choice because although visually the stamina values you listed are somewhat lacking, they inherently increase your effective health by a decent amount (did not do theorycraft). Even though your effective health is boosted twice (once by stamina buffs/talents & again by armor), eventually the block value will, as you said, prove to absorb more damage than health obtained.
Blademeld, the methodology behind the block absorbing more damage than health obtained would correlate with the philosophy of mitigation over avoidance, yes?
Blademeld, your post actually helped me to re-learn a couple things I had previously known, but forgotten over the months. I think I love you (who doesn't love a paladin? =)

To expand on my original reply, yes, block value will increase your threat generation, and will prove to absorb more damage than straight stamina, but like Blademeld pointed out, having stamina will prove to be far more useful in more end game content. Reason being, many end game bosses WILL drop your health to 50% or lower in a single hit, and of course crushing blows, single target magic nukes, etc. You should also consider any bosses that deal only magical damage, such as Hydross, where block value and block rate are defensively meaningless.
If you have a straight threat gen set (I have one for trash mobs), +18 block might not be a bad idea, where you can get more threat per point of rage, but its very rare that you will be rage starved in an end game boss situation, and having the extra health will outweigh the extra block in terms of survival.
