Hey I'm looking for an addon that displays how far away someone is if you mouse over them. It showed the distance in the ToolTip if that helps.
Example, if I moused over a monster it might say under their name "32yrds."

Have you tried Cowtip? it allows total customization of what text is in the tooltip by using dogtag.
you can find Cowtip on wowace.com/files or using the WowAceUpdater
you can see the available dogtags here:
http://www.wowace.com/wiki/DogTag-1.0/Tags
i dont know if dogtag has any tag for distance since i havent checked, but it would be my best guess.

Distance is not available through the UI.

if it's possible to turn my spell buttons red when not in range, then it should be possible to show the range somehow

It's only possible to see if a unit is in range for a certain spell, but not get their exact distance from you.

i can set a waypoint with Cartographer and it tells me the exact distance to it, so it is possible somehow

That's actually two different things. Cartographer knows how large each zone is via coordinates therefore it can very closely estimate how far away from a particular point you actually are via the map.
Determining how far away you are from an object (such as a player) is not possible through a UI mod and has been purposefully prevented by Blizzard.

Spell buttons turning red is actually a constantly updating boolean (true/false) scenario where your interface constantly asks the game "Is my spell in range yet?" and based on the answer to that question it can color your buttons red if the answer if false. This is the only form of range checking that is currently in the game.

i remember in the early wow days, mods were able to fairly accurately predict the range a player is from you, to my knowledge it was removed so that people couldn't abuse the hunters deadzone at that time, since having a numberic display will make it easier in alot of situations, taking the challenge, and fun, out of the game.
