Because those professions are the worst to level up without some form of financial support/bankrolling. Enchanting is usually taken with Tailoring because alot of the stuff you make while grinding Tailoring is excellent DE fodder for leveling Enchanting. Without that, you're either buying greens off the AH, or flat out buying Dusts/Essences/Shards in order to level. Where are you going to get the money for that if you have no financial backing in the first place? I leveled my Paladin's Enchanting back in the day with Mining, and that was kinda unpleasant to say the least. BC wasn't so bad though.
Same deal with leveling JCing, from 1-200 it's not extraordinarily painful, just a bit intensive in terms of the work you need to put in. 200-300 was just abyssmal because of the sheer volume of Huge Emeralds, Azerothian Diamonds, etc etc.. required - you could try to farm all the Thorium to Prospect like I started out, but after about a week of this and wanting to kill yourself, your only other option is to buy it all off the AH - and again... where are you going to get the money for that? Depending on your server prices, that can be pretty crazy. Not to mention after 350/375 when you get to spend 4-600g+ on all your gem Designs.
Those are 2 professions you definitely want to either already have a rich main bankrolling you for, or level with a companion profession then later on switch over. I leveled my Mage's JCing with Mining, then switched to Tailoring afterwards. It just makes life so much easier and it's nice being able to get to 60 and buy your epic mount, 70 and buy your flying (Epic optional) mount also.
