Arcane Power and Presence of Mind now share a category cooldown. Arcane Power causes a 15 second cooldown. Presence of Mind, once consumed, causes a 1.5 second cooldown.
That's the real nerf to the burst. Unless you feel like leading with PoM, which you need to be shot for if so.

I think there may be a few reasons why some other classes haven't been changed:
1) PTR notes were just put up on MMO, an aren't even up on the official site - it could be that some changes that may be made in 3.0.9 aren't quite up there yet.
2) Patch 3.1.0 is also going to have a lot of changes, which may address these issues. Not all of those changes were listed in the highlights.

Overall, the changes really aren't THAT bad.
Honestly, if you were an arcane mage PvPing on the assumption that you were playing a balanced class, you just plain weren't thinking straight. Arcane NEEDED a nerf to it's burst. Now, I'm not saying this is the way to go (I mean, no one has played it yet so it would be idiotic to claim Blizz messed up before it's been compared to the changes for other classes. Basically, wait until the patch to QQ.)
As for evocate, give Blizzard some credit. They worked very hard at trying to get arcane back into raids. They're not going to wait one mini-patch later to take it all away. Either Evocate will stay at 2 minutes or the mana cost of spells will go down for arcane mages.
Lastly, and I mean this to those people who are worrying about their nice 2s rating.... You played a FotM spec (even if it was more like 3 months). Don't act shocked or angry when it was balanced to require a bit more than "Look, the rogue cheap shotted. Time to bust every cooldown with one macro and two shot someone." I didn't think arcane was that powerful in arenas, but it was definitely silly when it came to the lower ranks (getting to 1800+ as arcane was a joke).
To sum it up, I'll wait to pass judgement on arcane in raids after the patch. But I'm happy arcane is taking a hit. Sorry, I saw too many mages stacking spell damage over resil/stam. 1800 + rating with ~100 resil? Ha.

Aye. Sometimes you want to see solutions that are a bit more... eloquent. But let's be realistic here. The burst damage is no longer LOLWIN, but it's still more than adequate burst when properly used in conjunction with other burst class damage and decent use of CC. Now there is going to be a bit more to a PvP mage than PoMAPPyro, ABarr, Fireblast Dead.
The damage is no longer overpowered. It's (at least from what I'm reading now. This may change once patch hits live) BALANCED. Balanced is good. It means we can stop worrying about getting nerfbatted into oblivion later. Rather take the nerf now than in 3 months were some over worked dev loses his mind and gets ABarr's spell efficient by half and moves PB 3 tiers up in the fire tree.
I'm not really making a point here. Well, let me try. Simply, Arcane is still more than useable in both PvP and PvE. Blizz could have destroyed the specs completely, but we got lucky. It's actually looking balanced. I say we (we being mages in general) chalk this up in the win category and start worrying about Frost and Fire.

Wasn't it 8>5, then 5>4? Or we just chalking 8>5, then 5>4 up as balance changes due to an expansion?
And, yes, the mana changes are worrying. But what could Blizzard say that would help you not worry? Let's be honest. Such a huge change as how mana regenerates is making every mana user in the game bite their nails a bit. There just isn't enough information out yet to know if it's going to be a bad thing or a good thing or nothing at all to a mage.

I remember mages wanding on Nefarian for mana regeneration.
This was pre Naxx40, where a warlock would do like double damage of any other "DPS" class.
It's hard to keep so many caster variants unique. I'll stay PvE arcane and i'm happy with 3.0.9 as proposed
