Holy paladin is easily the most powerful healer at the moment. Great armor along with amazing mana efficency (and the bubble, never forget the bubble) along with the various hands, makes a skilled holy paladin a formidable force.
Resto shamans are also very good healers. Although they lack as powerful 'oh &*!@' buttons as a paladin has, they are much more effective kiters, have nearly as good armor, and their spells are harder to interrupt when being cast. Resto shamans also have better CC, spell interrupts and buffs then a paladin. However, their mana efficency is lower, and they are very vulnerable to snares, silences, and stuns. Shamans also require greater user input then a paladin.
Holy priests are useless in arena, all pvp priests tend to run as a disc/shadow spec, with an emphasis on mana burning the opponent healer(s) before their own mana runs out.
In most cases, a paladin is the best choice due to its great staying power. A skilled resto shaman is better for teams that rely more on CC (such as a Rogue-Shaman 2s team). Priests can also find a use on an arena team, but their role can generally be done just as effectively by a paladin, who won't have to bother removing the enemy healer(s) mana.
