Gemming/enchanting for defense is bad for a druid. He's using polar armor at his gear level, which is seriously hurting his dodge. Polar armor sacrifices a lot of agility for stamina, and it can be acceptable to wear several pieces for fights like 3 drake Sartharion, but heroics/naxx shouldn't need that extra stamina. When I put on all my tank gear, I have about 37% dodge in bear form unbuffed. When I dinged 80, I had about 35% in bear unbuffed, and I wouldn't of done heroics with less, not that it's hard to get to that point.
As for heals, 1.3k is fine for heroics. The tank you were healing is just pretty badly geared. DTK isn't an overly difficult heroic, though it can be a pain. When I first started running heroics when I hit 80, I had about 1300 spellpower as well, and I just started running heroics like Nexus, UK, and DTK. Get some heroic upgrades, like the mace from heroic Nexus, go run some 10 man Naxxrammas.

I refuse to believe that he had 20% dodge. He has 25% dodge in casterform!
His talentbuild is perfect, and his gear is quite good (except for the def-gems and polar-pieces).
Again, I refuse to belive he had 20% dodge in bearform.
