No bizarre hit box. The problem is once the tank is set, that melee is NOT backing up to maximum distance and possibly you are NOT moving up for minimum distance.
In a well trained group, if both melee and ranged do this, they will get the full benefit of the supposedly "stacked" sparks.

My experience with Rogue players' attitudes supports your story about melee's refusal to move at all. Remind them that Malygos does not have a #$%!ing tail swipe or cleave, and that you do more damage than they do. If they still refuse to move, then start killing the sparks earlier, to get it down a bit further away from Malygos.
