My first consideration was to update the video drivers which has not as yet been done.
This will probably solve most of your problems, but keep in mind that Vista has been specifically designed to limit resources to a 3D-accelerated program that is not in focus. Your setup also may not be powerful enough to handle two clients at the same time (with max settings). I had problems with choppyness as well (with the same video card and an nForce 780i) but I have 2x 20" monitors instead of a 30" and 20". Try turning down the resolution on the 30" and see if this helps. If you want to go all out, I'd suggest picking up another GTX 260 and running SLI (I'm little surprised you aren't with the spec you mentioned).
Also running Vista Ultimate 32bit.
It's pointless to have a 32bit OS with a system that has more than 3GB RAM. I would suggest you order the Vista 64bit CDs from MS or find them on BT (since MS only charges you for shipping costs). You'll use the same key for both 32bit and 64bit.

Incendium pretty much covered it - I'm running 2 24" westinghouse monitors and I had the same issue until I updated my video card, after that it's been seamless. I'm running both at max resolution at top settings - both at 60fps simultaneously.

I would definitely go with the step-up. SLI is alright in WoW, but a lot of commercial applications and games don't fully support it (or have worse performance than with a single card solution). From what I understood in some of the card reviews, the GTX 295 is essentially two GTX 285 cards glued together (that is a simplistic exaggeration, but you get the idea). Be careful of 2x GPU cards, they have the same problems as SLI does.
If price isn't a huge concern, I would look at a
Quadro
card for video processing.
Edit: Also, make sure your PSU can support more than one GFX card (by this I purely mean wattage) if you decide to go the SLI route. Nothing sucks more than having your system power down because your PSU can't provide enough juice to your components during a hardcore gaming session.

I retract my statement about the Quadro line. I misread your original post and thought you worked with 3D video processing. Going with a Quadro would undoubtedly worsen your gaming situation because of the way the cards and associated firmware work (which is, in a nutshell, sacrificing speed for pinpoint accuracy).

I have had issues with frame rates for the longest.. The issues are pretty cut and dry..

I've always had the issue with windows xp and now vista x64 also.. Running the game at full screen 1680x1050 with my current setup I typically get over 100fps.. No issues there.. The issue begins when I use windowed mode.
If I select windowed mode and leave the window box alone it's fine I get 80-100fps, if I maximize the window, it goes in the dumps.. Most I can get is 25-30fps..
I've posted the issue on nvidia's forums and lots of people have the same issue..
Just sucks cause I would love to play windowed, so I have the ability to check this website or others while I'm on a FP or waiting for a raid to start or w/e..
