Armor is still armor and mitigation is mitigation, crit won't be the new all-mighty god, since savage defence already has quite high uptime.
Journey's end will never be better than origin of nigthmares. More stamina, more agi and more armor with the Origin. Your list is already flawed.
And thirdly, with 3.1 comes Ulduar and Ulduar gear, quite likely none of those pieces will end up to the 3.1 BiS gear.
Second that.
Don't jump head-on into 'revolutionary' theories, you won't suddenly re-invent the wheel or sparkling water. The simple fact that you consider the Valorous Tier 7 Helmet to be better than Hood of the Exodus for tanking made me disregard your list entirely. DPS-oriented weapons, cloaks, necks and rings won't suddenly become better than dedicated tanking pieces, which provide more stamina and more avoidance. Also a Bear geared in ilvl 213 epics already reaches 35% crit raid buffed, so there's no need to lower HP even more after the 10% Bear Form stamina loss of HotW talent by wearing items designed for DPS.

Journey's end is only BiS for stam tanking while trying to do a lot of threat. Having 3 pieces of frost resist stam'd out to the max, you want the extra AP from Journey's end if you have normal DPS after you on the threat meter(not like sarth 3D).

Is 35% crit some kind of cap?
I consider Crit worth more than defense rating. And Agility worth more than the strength and dodge found on most of the tank gear we can use.
I also considered the haste on Journey's End to be a very positive stat, since it lets you Maul more. And the gear list has plenty of Expertiese to not have to worry too much about the extra parrys it brings.
I would consider 4/5 valor with Hood of Exodus as another very good set up.
But valor gloves are inferior to pvp gloves. And getting it purely for a few extra seconds on barksin would be silly in my opinion.
My ideal gear set up I have it allready .. minus the Boundless Abimition from KT. Worked hard for it, and it's paid off. Tried Journey's end as a tanking wep to see if the extra ap would help me. Really couldn't see any improvement at all. Maybe if i re-gemmed I'd power up the Journey's end ... but it's not worth it for me.
Also I'd deffinitly never get Valor head .. it's a shame that if we wanted to go all out bears won't benefit from 4 piece bonus. I just hope T8 brings change in this.

for tanking probably, because the 30 less stamina is, in my opinion, more than enough compensated by 21 agility, 70 hit rating and 86 critical strike rating.

Duh. And... defense rating? Who ever mentioned defense rating? Oh, the fact that it comes on tanking dedicated items such as
Heritage
is a bonus. But I, for one, would not consider, for instance, the
Gem of Imprisoned Vassals
as being a better tank piece than Heritage. And the little extra haste on
Journey's End
is not a match for the extra stamina, agility and armor on the
Origin of Nightmares
.
The values of critical hit chance and Attack Power for 'traditionally geared' Bears will be more than enough to make Savage Defense count. One could argue that a feral set could be used for both purposes by being fully oriented towards DPS and provide a good tanking performance through high AP and crit - for instance, in my current DPS gear, I reach 7200 AP and 45% crit in Bear Form, but I only have 35000 HP compared to 48000 HP / 6200AP / 35% crit in my tank gear - the extra 13000 HP are more worth for a Bear tank than 10% crit and 1000 Attack Power (250 Damage Shield).
Bottom line is, your set (fully gemmed for agility and enchanted for DPS) would be a choice for a good Off Tanking role for trash / boss adds / fast (and small damage) hitting bosses. But the MUCH lower HP compared to a traditionally geared tank would prevent you from successfully tanking big game bosses. And all this with a hybrid spec, to make you a 'good' tank or a 'good' DPS on the fly in the middle of a fight. But with dual specs around the corner, you'll be much better with two different sets of gear and two dedicated tank and DPS specs.

a while back about the current generic BiS items for Druids. And Nnoutaja is right. Once 3.1 gets released, I'm sure a lot of the gear we wear today won't be BiS anymore.
Also, a lot of people will have difference views on what piece belongs and which don't. Some druids favor avoidance, while others prefer stacking stamina. Same concept goes with other specs.

Gemming, enchanting for strength / AP won't be recommended even with the wondrous Savage Defense. Agility and stamina will still be THE Bear stats. Focusing only on AP enchants and strength gems will give you some extra 400-500 AP but at the cost of quite a lot of health and dodge. Gimping your survivability by 3-4K HP and a few percents of dodge chance is definitely NOT worth for some 100-150 extra block per shield proc.
And besides... take a look at
THESE
items. They have PLENTY of agility and AP as they are, so they allow for powerful stamina / agility gems and enchants to boost survivability. Or have a look at these babies:
Lotrafen, Spear of the Damned
&
Twisted Visage
. Doesn't it seem they provide more than enough AP already?
