Block Rating and Block Value vs Parry/Dodge

There's a pretty long thread about possible changes to block for 3.1 and the PTR. After reading it and understanding what block really means, I'm kinda torn between gearing for it vs parry and dodge. Blocking is good mainly for trash, for quick low hitting attacks. It doesn't do much for boss fights that hit you for 8-12k per hit.
I've been passing on block pieces (pieces with strictly block rating or block value), generally because they would lower my other 2 avoidance stats like parry and dodge. What are other tank's opinions on block, is it something to look forward to or to pass on? I don't believe I can get 2 sets and would rather just concentrate on one. Besides, are block plate gear more geared towards paladins?
Also on the topic of avoidance, in one of my other threads I asked about my alarmingly high dodge rating vs parry. It seems I'm finding a ton more tanking gear with dodge on it vs parry. Is the goal to eventually find a nice balance between parry and dodge? Is it ok to have way higher dodge than parry? I see druid and DK tanks with mainly dodge (I know they can't block etc) but should I be gearing the same way? What's wrong with 24% dodge + 18% parry? Is it better to have a more even mix, 22% dodge + 20% parry?

You are correct, it takes much more Parry rating to get to certain %'s than it does Dodge rating. Parry rating has a higher Diminishing Return curve.
Dodge allows you to completely miss an attack. Parry does it same, but it does two additional things:
1) Give you rage
2) Allows you to attack back at a faster rate (not sure %)
I don't think that's a bad thing, assuming you have decent Hit rating and Expertise. I "don't" think it'll proc back and forth between you and the boss (i.e. you parry and attack the boss, boss parry's your attack and attacks you back, etc).

Yes, a higher parry rating means more attacks for you, but also means more attacks for the boss. your post-parry swing CAN be parried, unless you have extreme amounts of expertise (15% or so some bosses).
Though you are correct, following this logic tanks should not use fast weapons as they will be doing more attacks and therefore get parried more as well...
20% parry > 20% dodge due to the hastened attack giving more threat/dps/rage
but do not attempt to stack parry because as said before it suffers from DR much earlier than dodge. Your best bet for avoidance is some defense with a little dodge sprinkled in. I believe you want about 2:1 defense:dodge rating (i'll have to check tankspot again but i think that's about correct)
@OP you are correct, block is best for trash and fast hitting bosses while avoidance will give you more on the harder hitting mobs. Don't pass on gear, build multiple sets for different situations.

i actually use a lot of block on my normal threat set. with current content, i wear that set on most boss fights; only changing to a survivability set for a very few encounters.
less avoidance, more block = more rage = more threat, and more SBV also = more threat.
but you're right that block is not all that useful for the really hard-hitting encounters.

Exactly what he said. I've shifted away from my avoidance set toward my BR/BV set almost full time now, only putting the avoidance/EH set on certain fights.
EH/Avoidance: 24316 armor, 31491 health, 23.5% dodge, 20.12% parry, 23.51% block, 1161 block value, 2911 attack power, 166 hit (5.06%), 20 expertise (5.0%), 5.89% crit.
"Threat" Set: 23944 armor, 30421 health, 19.35% dodge, 17.75% parry, 31.60% block, 1444 block value, 2821 attack power, 154 hit (4.70%), 23 expertise (5.75%), 7.72% crit.
The argument for BR/BV is that smaller, constant damage is better than spiky damage.

this

Are you trying to say that blocking 1k of this 12k is useless? Its like a 8%+ mitigation ever once in a while. If you say its nothing remove your shield, you will loose some armor (about 8% armor mitigation) and no block will occur to annoy you.
A random chance to take a small percentage off a hit is pretty unattractive compared to a random chance to completely negate a hit.
And keep in mind that Ulduar 25 bosses tend to hit for 30k+.

Not so random with shield block skill. I do have that in mind, i raid Ulduar 25.
Shield block is only up about 25% of the time. Less if you don't activate it immediately when it's ready.
Besides, the shield block ability itself actually makes shield block rating
less
attractive to warriors rather than the opposite.

Check the thread title. Besides, the two stats often (but not always) go together on items.
In any case, block value isn't a great survivability stat either, though it does have the distinction of providing a noticeable threat boost as well. If we had paladin-like abilities to allow us to never take unblocked hits, then block value would become much more attractive.
