Ele Shammy and the Hit Cap

Can someone help me with my math here? I'm trying to figure out how it's possible to get hit capped as a Ele shaman in PvE. I have searched through every gem, armor piece, and enchant and this is the best I could come up with.
After doing the math:
Item: Hit Rating
Valorus Earthshatter Garb: 123
2x Veiled Monarch Topaz: 16
2x Rigid Autumn Glow: 32
2x Lambent Forest Emerald: 16
Precision enchant 20
Ice Walker enchant 12
Total: 219
Every other armor piece that give a bonus to HR only has ATP. So can an Elemental shaman get hit capped?
Please keep in mind that I have included the Elemental Precision 3/3 talent.

You don't need hit rating *ON* the item. It can be added through sockets as well as trinkets.
Depending on being Draenei or not, you're going to need 10% or 11% hit from your items.

288 hit to cap w/ a shadow priest or druid with imp ff. Minus 32 hit if your alliance and have a Draenei.
