I have a druid at 71 and a shaman at 80. I've spent a lot more time on my shaman but I can give both sides of the coin.
In regards to straight up leveling speed, Enhancement is pretty good right out of the gate, like you don't need to wait for certain talents or levels to get a lot of bang. Starting off as a druid is kind of rough, since you've got bear form which is gimp for DPS. Once you hit mid-20s it starts to pick up for sure, and not having to rely on mana is a bonus. Once both the classes pick up I'd say it's pretty even. Enhancement rips pretty hard and you can take a little more of a beating with mail armor. You can heal on both classes but it's nice not having to switch forms when you need to pop your health back up.
Totems aren't really as much of a pain in the ass as you might think. I almost never lay them while soloing, and if you need to they're not too bad on mana unless you're laying all four down every time.
Both are solid healers, but if you're not concerned about healing like you said, I know on my server a good Shaman of any spec is always in demand with solid group buffs and competitive DPS. Still working on the druid but I know they make great tanks and DPS as well. Hope this helps.

I would choose a druid because with a druid you have the options of two forms of dps, tank and healer (I know you said you aren't going to heal, but still). I haven't lvl any of them but I don't see why one should be worse than the other.

I personally enjoy the mechanics of the druid over the shaman, in many ways and forms.
Druids have a higher amount of versatility. Aside from their healing, they can also do caster and melee dps (Cat and Moonkin Forms), and tank (Dire Bear Form). In addition, this slates them to benefit most from dual specs, along with paladins, as both classes can fit all three of the major roles for gameplay (Tank, Healing, Damage-Dealing). Also, Druids have more and probably better aoes compared to the Shaman (one major exception is Thunderstorm, which has the knockback of doom).
However, the Shaman can fill all the roles as well, except tanking. In addition, Elemental Shamans are said to be incredible dps, as are Enhancement Shamans (though supposedly unimpressive in comparison). In addition, totems allow for some versatility, and bring some major buffs to the raid. In addition, Shamans also have a better aggro reduction ability (Wind Shock), while druids don't really have an ability to reduce aggro. Finally, Shamans have Wind Shock and Earth Shock for interruption, as well as powerful instant cast ranged nuking abilities.
Wow, that was a mouthful.

I can tell you I was making the same decision about a week or so ago and as of right now, I have a level 21 Shaman. I still haven’t gotten him his shoulders yet, but almost there…4 more badges! Lol
The only thing annoying about a Shaman is getting his Totems. So much running, so annoying….at least for the Horde side.
Leveling as enhancement I’m about to take 2, sometimes 3 mobs on at a time. I have to admit, They are pretty fun.
Ghost wolf at 20 is amazing too. You can cast it in combat, and if you make it instant, you can get away from almost anything.
I can’t wait till I hit, what I think its 40? Where I can recall and when the Hearthstone cool down is at only 30.
Oh and did I forget….we can res our selfs!
There’s probably more, but I don’t know much about Shamans yet.

are the best shoulders for both right?
if I were to put the shaman in leather shoulders, for feral druid/enhancement shaman spec leveling
I would go with these
Champion Herod's Shoulder
I believe they will turn to leather for the Druid....can someone confirm?

Nope. They won't.
Those shoulders are mail-shoulders, but turn to leather for classes that can't train mail until level 40. Druids can't.
Personally, I would go with Druid. I hate the totemsystem, and I love the fact that my druid can easily fill any raid-role (with gear and talents of course). I can tank, I can heal, I can DPS both as a caster and melee. I can cast my INSTANT flight form, allowing me to easily get away from foes or cliffs I suddenly fell from.
Shaman... Meh. I gank those.

Roll a Shaman. Druids are much more common imo, and good shamans are always in demand.
In terms of raid healing both are great, and both are decent dps. Druid has the option to tank though, but shaman has some vital raid buffs that are always needed.
