Why not? A dps warrior shouldn't care about armor type that much and it's a clear upgrade for him for pve purposes. If he participated in the raid, of course he should be allowed to roll for the item.

Should he be allowed to roll for it? Of course he should. After all, he helped with the encounter just like everyone else.
Would he roll for it? If it were me, NO, I wouldn't roll for it even with my enchanter unless someone asked "Roll for shard?". More than likely, the warrior would either let it go (Pass) or roll Greed.
