I think generalisations are bad.
I have had several encounters with young kids <14, and they've been a mixed bag. Som have been exactly as you'd expect.
Some are incredible raiders (including 2 in my guild).
In most of your examples, you were, frankly, a full blown berk, and naturally kids don't really understand that sometimes people aren't nice, and won't take the time to explain why what they are doing isn't right.
Sure the guy whispering you was a little below the belt, but it's unlikely that it was the kid's idea to use you as a stepping stone, if he was even aware of it.
WoW is a 13+ *purely for Blizzard designed content*, online interactions cannot be rated.
Naturally kids won't deal with people being twats as well as adults, but if you can be bothered to use a modicum of common sense, you'd realise being a twat can get you banned.

He said under ten. My guild is 50% under 17, and we're in ToTC 10 and 25, as well as Ulduar hard modes.
But, I remember playing on the big brother of my friends account when I was nine, and I ran around making a new character every ten seconds and spammed one move. His little brother, my friend, would level one or less levels, then beg for gold for an hour (We took one hour turns), only to spend it on useless stuff like white items and a guild tabard.

He said under ten.Yes, and I answered his arguement not a doubly fallacious one (being under 10 is meaningless as the only applicable age is 13, and having no evidence to prove said children were under 10), but as an acceptable one, where I adressed the issue of under 13s.

One of my friends younger sister sometime plays wow with us. She's got a hunter but not addicted as much as the rest of us. She's 8 but she doesn't bother anyone. Mostly she can go about her business on her own and we will go and help her out every now and again. What better way to babysit her when we need to?
To the OP, kinda funny what happened to you, me I would probably just report the little @#$% for harassment and instead of ignore, report spam on him ( faster and does the same without taking up ignore slots ).
On another note, WoW is a game and the 13 age restriction is for not getting sued or something like that, basically if a kid learned a "new" word then the parents are to blame for letting a child of 8/9(whatever) play the game, since it not being meant for them. Wow being a game you will always get little kids ( one reason some of my friends started playing eve online, its harder and less kids ), all you can do is be mature and go about your business, if they harass, report spam. The end.
lastly See, this kid actually went and told him mom, who scolded me (Lol?) and asked me how she could report me. I told her it was ALT-F4 to bring up the report feature, and five minutes later I got a few angry whispers.

Now I have nothing against them doing so, but the situation is getting SEVERLY out of hand. Never once have I ran through Stormwind without having a "Gold please" whispered to me. If I say as much as a mere, "No." they call me mean or something.
I've only been asked for gold once.
This happened yesterday to me. This kid kept insisting, and when I ignored him, he kept making new characters and kept begging. I finally responded with a "If you don't shut the hell up I'm going to report you, and you'll be banned. Now p*ss off."

, who scolded me (Lol?) and asked me how she could report me. I told her it was ALT-F4 to bring up the report feature, and five minutes later I got a few angry whispers.
Now this is something that happened to me just now. Somebody joined my main's raiding guild, and I get a whisper saying, "Hey, so and so is my son, can you get him geared with Naxx and then Uld gear so he can then join my guild and to TotC with my raiding guild please? Thanks"
Now, I was speechless. Did this parent have the gall to ask me to dedicate my time to get her 9 (?) year old child through diffucult raiding content, only then to take him away for her own raiding guild?
Also, most kids start crying and tell their parents if you tell them to shut the hell up. It's a 13 plus game, and we're to blame? Wow.

You can always just ignore them and their clones. Some people may just say they are young so they can get away with more drama.

I met an 11 year old in game, we quested together for about 2 weeks before I finally figured out how old he was, but the entire time I thought he was about my age (16), but on the other hand I have met people that I know for a fact to be around 17-18 that act less mature than that odd 11 year old.
So in other words, generalizations are bad.
Just because they are younger than the recommended, and thats what it is
recommended
not manditory, age doesn't mean they can't act maturely enough to be able to play with people that are of age to be expected to be mature.
