I just think you can't force people to RP a certain way. There are conditions and background that your character must meet, but if someone says "I want you to say <x>." Then it doesn't become RPing, it becomes almost script writing.
I didn't mean it to that extent. I meant more like "Okay, the worgens are all getting killed by the Horde in the future, and the humans of Stormwind will establish bases in Forsaken lands"
These things can be tackled in a few different ways. If nobody wants to play a Horde, then maybe a scouting party can be sent there? Maybe someone will think of creating a worgen just to let it die? And that base in Forsaken lands, if no one wants to play a human and go there, there are several ways to make that happen too.
Instead of saying restrictions, maybe I should say setting up a few goals for the story to progress towards?

hmmm is it just me or is alliance and horde completly absent?
I have a Horde character, but I don't like being completely lonely on an entire faction so I intentionally forget about doing anything with him
