This reminds me of the time in a PUG doing Heroic COS and we got the bonus mount. Someone suggested I should not roll 'need' because I was a druid with flight form and druids rarely use mounts.
Sometimes I think the Blizzard gods are watching these chats, because I beat that guy by 5 on the 'need' roll.
In the case of the bell, what I do is always roll last. If someone really needs it, I would roll greed if everyone else rolls greed. But the last thing you want is 3 nice people roll greed, and a jerk to roll need and beat the person who needed the upgrade.

When my guild do runs with pugged people (with everbody on holiday atm its about half the raid each week) BoE's are rolled within the guild first then among the pugs if no guild member needs it and then DE roll if no one needs and it's never rolled on to be sold only used.

If someone states their needing on something to use it and they don't immedietely equip it, contact a GM. They have and will sort it out.
There's also the possibility that someone is needing on something for an ALT to use. If you're dealing with BOE's and "needing," then ANY toon on that realm that can use the upgrade is a fair roll. This has happened more often than you think with the
Battered Hilt
in the ICC 5 mans.
If Blizzard didn't want it to be fair game for everyone, then they would not have made it BOE in the first place. So please, in the name of all that is good and holy, don't waste a GM's time over an argument on a world, or even zone drop BOE roll. And you wonder why we have a 30+ hour wait time on our GM ticket responses...

Like I said earlier, I don't expect GMs to resolve loot disputes from cross-realm dungeons. If someone doesn't agree to Main Set > Off Set > Greed, while I'm in the middle of farming an instance for a drop, I leave.
This is also a reason I don't see cross-realm raids happening too soon.

I see you missed the POINT.
The POINT is to use an agreed upon set of WRITTEN loot rules. If you set written LFG loot rules, anyone that breaks those rules is also scamming! See the point? If agreed upon rules are broken GMs WILL help 100% of the time, no matter if it is a raid or a 5 man.
Set written rules and be protected OR just wing it and take what people want to do for rules...
By the time you type out the rules, I'm already pulling, and I'm certainly not about to stop to answer your idiotic demands.

You're missing the difference though.
If we all agree on rules in an ML'd raid, and the ML decides to give his girlfriend something she didn't actually win because he's hoping to score after the raid, there's really nothing I can do about it. I have no way of getting that loot back short of going to a GM.
If we all agree on need before greed, but someone needs something he doesn't need, I can do the same thing (unless I naively hit 'greed' the second the window popped up). I don't need a GM's intervention to level the playing field again.

I have to question whether the OP would have the same opinion if the BoE in question wasn't useful for his/her class.
If you want the trinket so bad
buy it from the AH
as it's a BoE. Next time a BoE drops, you may win and make they money back.
The only fair way to handle BoEs in pugs is to raid roll them or all need.
